Blues must wait for final permission

THE very final ruling on the new stadium has been delayed until May 27 at the latest, because of two queries over the agreement between Southend Council and the club.

They concern the ownership of land on the western side of the site and a pledge to build affordable housing.

In her decision letter, Communities Secretary Ruth Kelly said it did not appear the owners of the land had signed an agreement with the club or the council. Indeed, it was unclear who they were. This issue would need to be resolved before a final decision could be confirmed.

She also had concerns about the promised provision of affordable housing in the development. Mrs Kelly said it was not clear how this would be provided on a site away from Fossetts Farm, as was being proposed. She also wanted to know how many affordable homes would be built and where they would be.

She said this should be underpinned by enforceable agreements between the club and the council.
